Proposals leading to possible action in China must
clearly be considered by His Majesty's Government in the
light of the opinions of His Majesty's Representatives
in that country. Delay will therefore be avoided if
in such cases you will repeat any telegram which you
may send to me, to Peking and Canton, asking them to
report their views to the Foreign Office by telegram,
and asking His Majesty's Consul General Canton to repeat
his views to His Majesty's Minister at Peking.
At the desire of the Foreign Office I
accordingly request that you will so proceed with your
it arrives.telegram of the 12th of September about the situation
in China.
